How does fishing fanatics work?

Correct. You only get points when catching a fish. The LBS of the fish doesn't matter, it will give the same amount of points.

Not sure which bait is the best since the LBS doesn't matter.

I recommend using Salmon Eggs it gives the most fishes also if you put dark cave background behind the water chances to get fishes is even bigger.
For the event:

#20 with Reliable: Prepare 1800 bait. (22 hours)
#20 with Pristine: Prepare 600 bait and 45 pristines. (5 hours)
#20 with Elegant: Prepare 200 bait 15 elegants. (2 hours)
#15 is a 1/3 of the numbers for #20.
