I think you have to earn them from daily quests, role quests, etc.
Buying them from Locke, buying a subscription doesn't count.

good thing because lquest is not meant to be speedrun

otherwise, ubi couldve profited alot but still they have to make the lquest original and requires hardwork to achieve
