It was probably done to ensure that there is enough world space for all cursed victims.
Bit hard to banish all the rule breakers to their secluded doom in the land of HELL when it's overloaded with newbies and trolls trying to free-build and harass each other.

i mean hell is only for cursed ones,and since curseing is very rare now,i gress hell is empty
