Not true. Although moving isn't required to charge it, you do need to at least be in a world.

Anyways, this is a great suggestion if implemented correctly.

They could make it so when you enter a world that’s been resized it says [RESIZED] similarly to [IMMUNE] etc. and if it becomes that big of a problem, it should display on the world trading...

Obviously, this can easily be tweaked by ubisoft to a reasonable amount if 200x200 is too much. I'm no game dev - I have no idea what's possible and what isn't.
