The fact that current casinos are controlled by players is the biggest reason why they're illegal, as it creates the possibility of being scammed. So you'd think that adding a way to bet with 100% chance of not getting scammed would solve the problem. The problem lies more than that. Here are some things to consider:

    1. Players quitting due to frustration

The thing with casinos is that the more WLS you bet, the bigger the prize you'll get. Due to this, players are more likely to bet huge amounts of their wealth. This will then cause players to quit because they gambled most of their wealth and they lost. That isn't good for the game and the developers.

    2. Addiction

I don't think i need to explain this since it's pretty simple.

    3. Promotes gambling

I don't know what Ubisoft's stance on gambling is, but here's a quote from Hamumu:

"But what about carnival, surgeries, etc.?"

This is all I could think for now.

30 examples of how RNG (Gambling) is in this game. 'never be legal in any form again' lol
I wouldn't call every instance of RNG being used 'gambling'. Only when you view the results of RNG as either a loss or a gain does it become actual gambling. Otherwise, the various rare items that you can be rewarded with, such as the Thingamabob from surgery, are only there as incentives (to play the game mostly).

Furthermore some of your points aren't very valid. For example:

    Farming/harvesting a tree/breaking a block = gambling? There is almost always a return.
Using a dice block, roulette wheel or slot machine = gambling? There is no input required to use them (except when you bet on the results, which is a whole different story) so it's not even gambling in the first place.
Opened a winter gift = gambling? Using up a low-cost item to get another random low-cost item isn't comparable to betting or gambling items or currency with a higher value.
    Etcera, etcera.

It's ridiculous to claim that all types of RNG involve gambling.

Yes, I now understand casinos were removed for the bad 'vibe' they give the game- perhaps that's why they channeled it into other forms?(wolfworld etc) and added parkour to make it seem like its not

Yes, I apologize I shouldn't have used the dice bloxk and roulette wheel, as those require no input or pay.
But what do you mean about farming etc = almost always return? All blocks have (I think) similar drop rates, and it's just RNG, like how gambling is (not the irl one idk about that lol)

But okay I guess disregard this idea since it'd give Growtopia an even worse reputation. Meh.

At the fundamental level, gambling is paying for a chance to win something, or absolutely nothing.
By 'return' I mean that there is always a chance for you to receive a decent amount of seeds from farming, likewise to how you will always get something from harvesting a tree.

As for the special events such as wolfworld or carnival (and so on), they were probably designed just to spice up the overall gameplay of Growtopia. It can be classified as gambling, but I think the developers were thinking more of the entertainment value.

If this ever gets implemented, there should be a world named 'Casino1-50' or, boost this 'Betting machine' and make it that the players who are betting can't be banned by owner/admins until the game is over.
