Yeah, they made it exclusively for cursed players only - however, I noticed that they do not curse as much as before because casino players automatically gets a ban. They only use HELL mostly for joking now.

It was done as an April Fools prank some years back. Pretty funny if you ask me.

It was probably done to ensure that there is enough world space for all cursed victims.
Bit hard to banish all the rule breakers to their secluded doom in the land of HELL when it's overloaded with newbies and trolls trying to free-build and harass each other.
