Primordial Ooze has around a 1/25 chance to drop. They can be obtained by using any bait in radioactive waters (water that has detonated uranium over it). This means you can use Shiny Flashy Thingy in radioactive waters to have a chance to fish up both Primordial Ooze and Aquamarine Stones (not simultaneously), but the items you actually catch will be limited to the radioactive waters (tiny/small/large radioactive bits as well as, but rarely, other items).
