I'm not saying that accelerator is weak.
He's weak compared to other anime characters, but overpowered in his own anime.

Also, it's looks to me like accelerator is an esper. In OPM universe, one can be immune to an esper's direct attack with enough mental determination. Saitama has a pretty high mental determination...
