I remember back in mid-2014 when i went to a casino being run by normal rich peeps. No one ever mentioned it was illegal, soo was it legal?

Yes, up until 2015. There was a poll and the forum voted to make them illegal.

Yes, he stepped down, but for different reasons. No, he did not single-handedly make casinos illegal.
