Though we aren't given exact numbers straight from the developers, we can get a pretty valid understanding of the drop % for each bait. I recorded harvesting my tackles some time ago, so I can share my findings:

    Wiggly Worms : 30% ~
    (range: 26.8% - 33.2%)

    Shiny Flashy Thingy : 25% ~
    (range: 23.2% - 26.6%)

    Salmon Eggs : 20% ~
    (range: 17.1% - 20.7%)

    Fishing Fly : 14% ~
    (range: 12.2% - 15.5%)

    Shrimp Lure : 5% ~
    (range: 4.2% - 7.1%)

    Mega-Pellet Bait : 3% ~
    (range: 2.7% - 4.0%

    Uranium Glowing Lure: 3% ~
    (range: 2.7% - 3.8%)

Whizmo Gizmo : most likely <0.1%
    I never got one.

I didn't really want to go in too much depth with this (show averages, etc.) as I didn't record too much data (only about 10-15 trials). The times I got the value for either end of the range, numbers in other areas would make up for that.
In addition to this, it is around a 50% chance to get double bait (since you usually get a yield rate of 1.5x the amount of tackle boxes you have).

Whizmo Gizmo can be obtained by fishing with the Shrimp Lure, Mega-Pellet Bait, or Uranium Glowing Lure in their respective environment.

It is one of the five baits which cannot be obtained from Tackle Boxes and is able to catch the biggest and rarest fish in the game, such as the Whale and Dragon Turtle.

on the wiki it says that /??? maybe its wrong

    confusion 100
