There's a slit in the head item for the Growtopian's face to pop out, where the dolphin's mouth should be, and the costume can be a similar design but a lighter blue and rounder fins.

If they do add a dolphin set, due to it's EXTREMELY high similarities you will get when comparing it to a shark suit/set, I think it should be a transmog item
