There are Subforum informations under each subforum names and stickied threads for what kind of topics can be made under the forums. We frequently check reported post/threads, it also helps people to learn subforum usage once their thread gets deleted.

Create a rule that mandates a private message to a forum guardian asking where a thread should go before posting it.
