    GIMP 2.0
    Best free image manipulation software I've ever used. Simple and straightfoward. Can do most things you need. (I assume making an image with a transparent background?)

    The most basic one that not alot know about is MS Paint (pre-installed on your PC). You can make pretty neat art there if you know what you're doing. This is how I started making pixel art and ended up making fairly decent art.

    If you're looking for a pixel art editor and are really serious into making pixel art, I really suggest you take a look at Aseprite. It's not free, but it's one of the best pixel art editors out there. I seriously recommend it. I do all my art there. It supports layers and gifs

    Another editing program I recommend is Paint. NET. It's 100% free. While it's not really as powerful as Adobe Photoshop on it's own, there are tons of free plugins online that makes it stand out from the rest. Plus, it's really easy to learn and easy to get used to.

    I don't really know about Mobile apps though, but I recommend using PicsArt and PixelLab. They're the best when it comes to Mobile Editing.
