The cipher above has been encrypted **** times. To find the hash and the number of times it's been encrypted you must solve the following equation. Perhaps the image linked to solve may help find the answer. Once you've found the answer replace the values by the number 1 and round to the nearest value. Only whole numbers can be taken. This number you find will help you all throughout the puzzle. Use the location to find the cipher.

The final step will contain a total of 414 characters split into pairs. Once deciphered you will need to post the 414 characters. First person to do so with the 5+ World Locks.

I'll explain it. Basically what you need to decipher to continue is:

The problem is that you don't know how many times it's been encrypted, so if you were to guess encrypted 4 times it could be 2 or 12 or any number so you don't exactly know how many times it's been encrypted. To find that number you need to solve the math equation.

Solving the equation is easy, but as you know it all depends on the question and the style of the equation. To find out the style of the equation this helps:

"One value will change in relation to the other value. Find the meaning behind this line you see before you and you may have a large advantage."

As I've stated before, once you solve that equation, replace x=1 and round your final answer to the nearest whole number. That number you get is the number of times it's been encrypted and the number used to decrypt the second cipher. Finding the second decryption method is something I can't help with as I've already given the hint. Once you complete the cipher, it will be quite obvious that you've done it right and you'll be given the final test.
